how much lining is left. Such is part of a standard state inspection in states that have state inspections.

A repair shop can release a car with bad brakes if they were not asked to repair the brakes or the customer refused service. It is then the responsibility of the customer to have them repaired.
Reduced stopping power. Increased stopping distance. Noise when applying the brakes. A spongy feel to the brakes. The need to pump up the brakes in order to stop. Any or all of these can be an indicator. If in doubt, take the car to a pro brake shop. No sense playing around with your safety.
The best way to tell when you need brakes is by squeaking, when the brakes are rubbing against the metal, when your brake pedal goes all the way to the floor and when you are running out of break fluid.
