There a a number of possible answers for this. The two most common are probably.
1) There may be a wiring issue somewhere betwen the brake system an the lights.
2) Some light bulb for cars have 2 filaments. Because of this it is possible for the bulb to work for some functions and not for others.
3) Bad brake switch, or bulbs not put in properly.

Your turn signal switch is warn out or broken. Try moving your turn signal forward and back gently while holding the brake on and see if your brake lights come on or flicker. The plastic clips that hold the turn signal switch together brake off or just wear out and because the brake lights run through this switch they don't work. The pin switch for your brakes are under the pedal arm. Try depressing it by hand to see if they come on as it is adjustable (threads controlling degree of compression on button) if that doesn't work jump it with a jumper wire to bypass and see if they come on. If they do-fix switch, if not check the rest of circuit.

There is a switch under brake pedal. This switch controls the brake lights. They some times go bad. Have someone stand behind vehicle while you push on brake pedal, if no brake lights come on. Try pushing the brake switch by hand. Check for power with a voltmeter.

The brake lights and the tail lights are separate circuits. Check the brake light fuse, then check the brake light bulbs, then check the brake light switch.

The most likely cause is a bad brake light switch (if none of the brake lights illuminate) but if its only one of the brake lights, try changing the bulb. Even if they still work as running or turn lights because they have a double filament and may still work partially, but not as brake lights.
