The broken bolt will have to be extracted or drilled out. Extraction can be done with an E-Z Out tool available at most auto parts store. Instructions on how it's used are included in the package. If the broken bolt is drilled out, it may be necessary to retap the hole to a slighly bigger size and use a different bolt. If you are unsure of doing the job, it might be best to take it to a machine shop or lawn mower repair shop.

To remove the cutting blade from a Honda HR214 KF lawn mower for sharpening, you will need to first disconnect the spark plug to ensure safety. Then, use a wrench to loosen the bolt holding the blade in place. Once the bolt is removed, the cutting blade can be taken off and sharpened accordingly. Make sure to reassemble the blade securely when done.
To change the cutting blade on a Plasplugs tile cutter: Remove the bolt or screw holding the blade in place. Carefully lift out the old blade and replace it with a new one. Secure the new blade in place with the bolt or screw. Make sure to follow the manufacturer's instructions and use the appropriate tools for the job.

I think that you probably are not having trouble attaching the main blade part to the tractor. It's fairly straight forward. Set the blade bottom pins in the corresponding ones on the front of the tractor, swivel the blade mount until the top spring pins are aligned and release the spring pins. Then you have to connect the positioning lever on the side of the tractor. There is a bolt with a half-moon slot under it. Remove the bolt, place the bottom of the handle brace in the slot and reinstall the bolt. What you are probably having trouble with is the fact that your tractor does not have a lift kit installed for anything other than the deck. You need to purchase and install the kit that connects the lever on the side of the tractor with the blade lifting lug in the front. As far as I know, the kits are only available through John Deere, so you have to pay the green paint tax. :) That should be it.
You probably forgot to put the shear rivets, bolt, key back in depending on the make and model of your lawn mower or you have stripped the bolt.
By gently placing a screw driver between the China and the bold and then unscrew it CAREFULLY or you can use a hack saw blade and try cutting it
Ensure the engine is cool and disconnect the spark plug wire. Put the deck lift lever in the middle. Find the height of the front blade tip to the ground. Tighten the hex nut and loosen it again to lower the deck front. Adjust the deck by relaxing the bolt on the left hunger. Ensure both blade tips have equal measurements.
Hold the blade stationary and turn the bolt counter clockwise until it comes out, put the blade on with the flat side down, cutting angle up and make sure the blade is flat or level on the spindle and tighten while holding it in position.

Remove the broken bolt and replace it with a new one. There are several ways to remove that broken bolt. You can remove the valve cover and weld a nut to what is left of the bolt, wait for it to cool off then unthread the broken bolt. You can also drill out the center of the broken bolt and use an easy-out. You can also drill into the broken bolt with a left handed drill bit, sometimes the drill bit will catch and spin out the broken piece. I would go with the first suggestion.
