Based on adjusting my 1998 UK model Rav4 On the rear of the headlight are two 'bolt heads which are 10mm in size. One is lower down and near the wing. This adjusts the lights for left / right movement. Central, and higher up on the light is a second one. IF you have dippable headlights controlled by using a rolling switch on the dashboard the controller is also here, and the manual adjustment bolt comes our from the back of it, otherwise it is just an adjustment bolt. Turning the bolt clockwise raised the light, anticlockwise lowers it. BE CAREFULL not to adjust too much, as if you have the auto adjuster, it can force the bolt & auto adjuster apart (done it myself !)

If memory serves, and it's been awhile since I had to do this, you do it from the inside. If you look under the hood at the back of the headlight there are some wires coming out. The wires attach to a molded plastic thingie which can be removed and which houses the bulb itself. IHTH.
