LIKE all 2 or 4 cycle engines, such as snow blowers, mowers...ect..I always found it best to let the internal governor linkage rest against the actuation mechanism (usually can be done by feel), then if you have to, make a minor adjustment.
There is a black screw behind the carburetor, if you turn it clockwise while it is idling you will hear the rpm's drop.

The Tractor Supply website lists 15-19MPH
The Baja Warrior mini bike, equipped with a 196cc engine, can reach a top speed of approximately 30 to 35 miles per hour. Factors such as rider weight, terrain, and overall bike condition can affect this speed. It's designed for off-road use, making it suitable for trails and recreational riding. Always ensure safety gear is worn while riding.
you cant adjust the govener on a pocket bike because it does not have one
remove the governer, or adjust it. this will cause it to be unrestricted and will go alot faster, however it could also cause the engine to blow if you over rev it for an extended period. just be careful with it and listen to the sounds of the engine and you will be fine.
