Start the engine and turn the steering wheel from stop to stop. As you turn the steering wheel from extreme left to extreme right this will remove the air from the system. You may have to repeat this a few times to remove all the air.

Sounds like you have air in the system, try to bleed it first. If that doesn't work then the Unit will have to be replaced Good Luck

I purchased a new Peugeot 106, Independence in March 2002 and it did not have power steering. I believe that power steering was introduced later in the year, so there are probably a mixture of 106 cars from 2002 with and without power steering.
