In order to change the brake pads, you must first remove the wheel. Remove the retaining clips and the brake pads will come off. Reverse the process to install the new pads.
Brake lights on can mean no brake fluid, worn out brake pads, faults in the master cylinder. Must take your car to the garage immediately. Worn out brake pads can damage the discs which are expensive to change.

They need replacing when they wear out. They could wear out at 23,000 miles if you drive hard with lots of stops or ride the brake with your foot. It is not normal for them to need replacing that quickly but it all depends on how you drive.
