To change the signal flasher on a Ford E-350, first, locate the flasher unit, which is typically found under the dashboard or near the fuse box. Remove the old flasher by pulling it straight out of its socket. Then, insert the new flasher into the same socket, ensuring it is securely connected. Finally, test the turn signals to confirm they are functioning properly.

Should be in fuse box on drivers side under dash
On a 2000 Ford E-Series van, the turn signal flasher is typically located in the fuse box under the dashboard on the driver's side. To access it, you may need to remove a cover or panel. The flasher is usually a small cylindrical component that can be identified by its shape and connections. If you're having trouble locating it, refer to the owner’s manual for specific diagrams and instructions.

It could be a number of things. I would start with the turn signal indicater under the steering wheel. Its also possible that the flasher could be bad. You should get a good wiring schematic for your van and trouble shoot from there. I dont change parts until I have proven by troubleshooting that they are bad. Just changing parts can get very expensive.
In your fuse block assembly - 2 relays. One for High Beams, other for Flasher. Determine which is which by toggle E-Flasher and/or High Beams and feeling with finger or tube to ear. - rfesler
Located on the driver side dashboard. Two metal cylindrical plugin units located deep under the dash above the steering column. One for the emergency flasher and the other for turn signals. If the emergency flasher works, it's the other one that doesn't click with the flasher turned on. If the E-flasher doesn't work, check fuses.
