The middle knob of the heating control panel, which is the smallest one of the three is the place behind which the lightbulb sits. It takes quite some force to pull it out, but it is possible. Just like the knob it takes some force to pull the light-bulb out of its socket (don't break it - that would make it almost impossible to replace). It is a pull out socket, so no turning of the bulb is required.
The bulb itself is a "2721(w1.2W) for European Lamps" that you can buy at the local autoshop.
When reattaching the knob make sure to set it in the same position as you pulled it out. There are also some markings on the tube. Two on one side and one on the other. It should snap into place again with some force involved.

Heating is a physical change.
You can't just replace the lights you would have to replace the whole control cluster.
A 1968 Beetle is air cooled there is no water pump fitted.
