On the fuel rail ( there are 2 fuel rails that connect to the injector bodies on v-8 cars, only 1 will have the valve) there is a small Schrader valve, if you are familliar with putting air into tires this valve should be easily seen. Take the valve cap off (don't loose it though) and attach a fuel pressure meter, these can be bought or in some cases rented from auto parts stores then start and run the vehicle with the meter attached, fuel pressure varies by model and engine size so be sure to look up the correct fuel pressure for your exact engine and year. If your fuel pressure is off you should start by replacing the pressure regulator, not the fuel pump.

To change the fuel filter on a 1992 Cadillac, first ensure the vehicle is safely lifted and secured. Locate the fuel filter, which is typically found along the fuel line near the fuel tank. Release the pressure from the fuel system by removing the fuel pump relay and starting the engine until it stalls. Disconnect the fuel lines from the filter, replace the old filter with a new one, and reconnect the lines, ensuring they are secure before reassembling everything and starting the engine to check for leaks.

no, but it does have a fuel pump relay. it has a fuel pressure regulater
Do a fuel pressure check. I had the same problem and it was my fuel pump.
The fuel pump is in the gas tank
depressurize the fuel system by unplugging fuel pump fuse and run till it dies. disconnect top hose and "T" in with a fuel pressure guage
