There are two ways to do this. The first way is to simply apply the parking brake, (emergency break) before turning on the ignition. The second way is a bit more complicated. The van has two sensors on top of the dashboard, one is red and one is black. Take a screwdriver and pry up the black one just enough so that you can unplug the it. (You can also turn it just a little and it will come out. That makes it easier to unplug.) Then, run a jump wire from one wire to the other just across the plug. That should disable the automatic headlights.

Both of your regular headlights are out but your highbeams and daylight saving lights come on is this normal Pontiac Vibe 2003?

No, it's not normal. Some 2003 Vibe's have automatic headlights triggered by a light sensor. If you leave the headlight switch in the middle setting between "on" and "off" they will come on by themselves when it's dark. If you turn them off the daytime running lights will still come on and the high beams will still work but the headlights won't come on automatically at night.
