1) check your video car connection and make sure it's screwed in tight. 2) Your monitor tube may be going bad and needs to be replaced, might as well buy a new one. 3) try reinstalling the video driver.
Check your cord from the computer and monitor. If that is ok check your video card.
This sounds like a hardware problem, but it may not be particularly serious - it could be the VGA cable has become slightly loose and pressing it home on the PC and monitor may fix it.
