If the bulb has broken, the safest way is to remove any remaining glass to prevent cuts and then remove the bulb with pliers. Remember some bulb fitting may need pushed into the holder before they will turn.
If it cannot be turned, it is sometime possible to use needle nose pliers to twist the metal bulb base until it either snaps or is so distorted it can be removed easily.
