You need a special tool, a harmonic balancer puller. Go to Autozone and they will usually lend you one for free. VBD
It does not have a timing belt. The cam is chaindriven.
It is attached to the timing cover, just behind the harmonic balancer, on the lower part of the engine.

To set the timing on a 1996 Chevrolet Caprice, first, ensure the engine is at operating temperature and that you have the proper timing light. Connect the timing light to the battery and the number one spark plug wire. Locate the timing mark on the harmonic balancer and the timing tab on the engine. Adjust the distributor until the timing light shows the correct timing degrees specified for your engine, usually around 0 degrees for the Caprice, then tighten the distributor hold-down bolt.
Some people mistakenly change the harmonic balancer or the timing cover, without matching it up. Some had a timing mark located at the top center of the timing cover, and some were off to the side (between 1 and 2 o'clock) If you have a mismatched balancer & timing cover, you will not be able to line up the marks. Sometimes the rubber goes bad, and the outer ring of the balancer slips... which would cause the timing mark to move.
It is possible that the harmonic balancer has spun.check the rubber around the balancer for cracks or decay.If so replace balancer...
There is no timing belt on a 305 unless it is an aftermarket belt drive system.
there will be a timing mark on the harmonic balancer. and a timing tab on the timing chain cover. point your timing light at the timing tab and you should see the timing mark on balancer. if not timing is way out.markstang.

Sounds like your timing chain might have jumped a notch. Timing is set by rotating the distributor. There is a nut underneath the distributor that locks it down. Timing mark is on the harmonic balancer, sorry I don't have the setting handy. I would start by checking the timing with a timing light. VBdenny
The timing chain is behind the timing cover which is behind the water pump. To get at it, you'll need to remove everything in front of the cover and loosen the oil pan a little.
