Instead of tearing things up in the car, check the sending unit in the tank first. See if you can find a connector without taking the tank down. When you are sure you have the sending unit wire(s), a grounded signal wire usually pegs the gauge, a broken wire reads empty. Remember to turn the ignition on to read the gauge. If you can make the gauge do both, it is the sending unit or wires towards it. Be careful with wire ID if you have an electric fuel pump. If you need to replace the sending unit, take your time and watch what you're doing when getting the O seal apart, or you'll have a leaky tank to take back out.
