You cannot know by looking at it. This is why the belt is changed at a set mileage as listed in your owners manual. You change it when your vehicle reaches that mileage. You did not list make, model, & year so I cannot tell you the mileage at which it should be changed. Warning: If your engine is an interference engine and the belt breaks you will have serious engine damage.
The X-Type Diesel does not have a cam belt, its a chain and never needs changing.

A cam belt or timing belt on a Peugeot 306 GTI only needs to be changed if it breaks or shows signs of wear. Changing the cam belt on a vehicle is not part of the regular maintenance. It only needs to be inspected once a year unless problems arise.
Never as it does not have a cam belt. The cam is driven by a chain that normally will last the life of the engine and requires no maintenance.
The cam (timing) belt should last for the life of the vehicle. A Ford Ranger has a smaller motor, that with the right care, should not have to have the cam belt changed.
