Squirt some carb cleaner or a little starting fluid down into the throttle body then try to start the engine. If the engine attempts to run briefly you probably have a fuel delivery problem.
It does have fuel injection. It may not be working but it has it. If it is not working then the fuel pump may have failed or the fuse is blown or relay is bad.

I doubt that it would be the fuel pump relay. If it's a throttle body injection vehicle, the injector could be stuck. But you wouldn't get ANY fuel into the engine if the fuel pump isn't working. Relay can be tested by turning key on but not starting. if you hear fuel pump 'HUMM', you know pump and relay are working. If no firing at keystart and experiencing flooding, not a fuel pump issue. There is a spark issue of some kind.
On the Volvo 960, the fuel injection lines are located on the top of the engine, running along the fuel rail. They connect the fuel injectors to the fuel supply and return systems. You can access them by removing the intake manifold or by working from the top of the engine bay. Always ensure to relieve the fuel pressure before attempting any repairs to the fuel injection system.
