if you are talking about on the fuel gauge in the car, there is a float(part of the pump) that rises and the sensor registers it on the dashboard.

But if you are refering at the gas sation, then there is a small hole in the nozzel which works based on the amount or air in the tank

Have a 1999 dodge intrepid- with a full tank of gas the gas gauge is going from full to empty and back up to full what could be causing it to do that?

It may be a problem with the sensor, which is located in the gas tank itself. If this is the case, the gas tank will have to be removed and exchanged for a tank with a working sensor. Needless to say, this is a job for a mechanic with a lift available.
