Why not? Its mostly a question for ones self. If you are a big engine person that wants muscle and doesn't mind the massive fuel consumption then a small engine with a turbo is a bad idea. But if you don't like big engines that waste a lot of gas but hate the lack of power in a little 4 cylinder then by all means, a small engine with a turbo is a great idea.

As said earlier you can turbo any engine, but for the FSZE engine... it is already high compression engine so adding a turbo to it wouldn't make much sense without swapping out the pistons for low compression pistons. e
It's more about the tune-if you have enough fuel, strong enough pistons/rods/crank, etc., with the correct tune, you can have a huge or a small turbo on an engine. If you just put a bigger turbo on a vehicle and do not add fuel and tune, your engine will suffer.
