if you cant fill the filter with fuel before installing it you may be able to crack your inctor lines just enough to allow a small amount of fuel to be released while you have someone crank the engine. do each cylinder one at a time. be sure to tighten each line after you get a little fuel out of it. that would be the only way i know. i am a heavy equipment mechanic and that's how we have to do them.

On a gas engine, the fuel filter is part of the fuel pump module in the tank.On a Diesel it is on the driver side of the block
