Shift your transmission into neutral N before putting into 4 low, this should engage it. Do the same for taking it out of 4 low. N on the trans then shift.
first lock the hubs,then with the truck in park ( if automatic ) or neutral if standard,,put the transfer case in 4 high or 4 low .
You can put it in 4 wheel high without stopping. To go to 4 low, you have to stop and put the transmission in neutral before shifting the transfercase to 4 low.

The answer is no. Whether you've got a standard or automatic might make a difference but I doubt it. Our truck however has had a lot of transmission issues among other problems and although we can put it in 4 wheel high in any gear, to put it in 4 wheel low we have to shift it to neutral and turn the truck off...it will either work for you or it won't.

Vacuum leak, low compression, burnt valves, low fuel pressure, weak spark, bad transmission....
to put a 99 fwd in low you must put the truck in neutral then ingage the transfer fo fwd low if the transmission is not in neutral in most vehicles it will not allow fwd low to be used
You put it in on the low side in the line about center of the engine.
have the truck on, put the truck on neutral, then switch from 4wd to 2wd
