There are two types of tensioners, spring tension, and bolt adjusted tension.
spring tensioners, place the appropriate sized wrench on the nut in the middle of the pulley and turn clockwise, the wrench will give you ample leverage to pull back the arm with ease.
Bolt adjusted, you will need to locate and loosen the jam nuts on the tensioner and wrench the adjusting bolt so that the pulley moves away from the belt, once sufficient clearance is achieved the belt will slide off and the new one will go right on. refer to the owners manual for proper tension, too tight and it will break or damage the driven components, too loose and it will squeal.
Please make sure you have the belt routing diagram handy, you can usually find it on the inside of the hood, owners manual, or a repair manual either from Haynes or Chilton, available at your local auto parts store.
