I don't know about Silverado trucks but all of the emergency (parking) brakes I'm familiar with use the brake cable to "pull" and hold the brake against the drum (or disk), so if the cable breaks you simply cannot apply the emergency brake. That is, it is automatically released if the the cable breaks.
on the side of the brake assembly is a lever with a "u" at the bottom pull or pry it rearward-this will release the pedal (BE CAREFUL IT WILL RELEASE HARD)
If the cable is broken and parking/emergency brake is still ON, then they are rusted in place ! - Your emergency brake system needs urgent work.
frist make syre your rear brakes are ajusted properly then try your parking brake
The park release lever is right above the parking brake. I need to push in on my parking brake a little and then pull on the release for it to release it.

On the newer vehicles, you push the parking brake down to release the parking brake. Older vehicles have a release handle on the lower left side of the dashboard.
