If it is anything like a '96 F-350, simply pull. There is a clip on each side of the horn area and they should release with pressure applied from the dash side of the cover.

Under the steering wheel, you need to remove the panel under steering wheel.
You need to get a special tool, steering wheel puller. If you have it, disconnect the battery. Remove the steering wheel air bag (there are two screws holding it in place). Disconnect the bag harness. Remove the center steering wheel nut. Using the puller remove the steering wheel. Installation is reversed to removal.

There is a pin that goes in the side of the steering wheel. Take off the sterring wheel and cover. You should see a hole and the pin goes in there

It is an open circuit in the drivers airbag. There is a clockspring behind the steering wheel that may be worn. To replace, remove airbag, steering wheel, column covers, and lower dash cover. MAKE SURE WHEELS ARE STRAIGHT. The new clockspring comes centered with a yellow locking tab. Remove that after installing it.
