I'm not sure about your particular vehicle here. But if you don't see any nuts at the base of the wiper arm, you'll probably want to use a special tool. Usually these tools can be found at any auto parts store if you tell them what kind of vehicle you drive. They're generally not that pricey. It shouldn't be any different than any other. At the base of the wiper arm is a cap that lifts up. Under the cap is a nut. Propbably takes a half inch wrench. Unscrew the nut and pull off the wiper arm.

you just pick up the wiper arm
if its not mounted to the firewall just above and at the rear side of the motor then it is on the opposite side of firewal bellow the wiper arms

I have a 2004 Chevy Blazer that I believe had the same issue as you. The wiper arm has a plastic covering over it. You will need to remove it. I using a a Flat head screw driver pry it off where the wiper arm bends. This will allow the base of the plastic piece to pop off the rear of the wiper arm. You can now take a 1/2" socket and tighten up the nut that is under that plastic covering. That was the solution for me anyhow. My driver side wiper arm wasn't moving at all, but the passenger side was. Hopefully that works for you.
The wiper arms have a flip-up cover that you need to pop up in order to get at the bolt.
The rubber insert on the rear wiper of the 2004 Sienna comes off when you pull the insert away from the wiper while squeezing the tabs on the back of the wiper. The entire rubber insert is replaced when you squeeze the two tabs at the back of the wiper and slide the new insert into place.?æ
