It's located under the power steering pump. In order to get to it you have to take the power steering pump off.

I was looking at various Owner Guides for a 2000 Lincoln : ( Continental , LS , Town Car , Navigator ) They all show ( Motorcraft MERCON automatic transmission fluid is used as the power steering fluid )
Does the power steering and a/c compressor use a common belt? Belt may be slipping or glazed

Remove the power steering pump hose. Remove the power steering pump belt. Remove the power steering pump retaining bolts. The power steering pump will come off.
On a 2001 Lincoln Continental : The fuse panel is below and to the left of the steering wheel , by the brake pedal ( it has a cover on it ) Also , the Power Distribution Box ( which is " live " ) is located in the engine compartment
