Yes. You have to remove the battery before changing the driver side head light bulb.
To replace the passenger's side headlight bulb in a 2003 VW Beetle, first, open the hood and locate the headlight assembly. Remove the plastic cover or access panel behind the headlight to reach the bulb. Disconnect the electrical connector from the old bulb, then twist the bulb socket counterclockwise to remove it. Insert the new bulb, making sure not to touch the glass with your fingers, reconnect the electrical connector, and secure everything back in place.
To replace the headlight bulb on a 2004 VW Beetle, first, open the hood and locate the headlight assembly. Remove the plastic cover or cap at the back of the headlight to access the bulb. Disconnect the electrical connector from the old bulb, then twist and remove the bulb from the socket. Insert the new bulb, reconnect the electrical connector, and replace the cover to complete the installation.

You have to remove the headlight assembly to get to it. Google "how to change a VW New Beetle headlight bulb" and you can find how-tos with pictures, which is helpful here because one of the bolts holding it in is nearly inaccessible.
