You should be smart take it to your dealer, even thought it is probabky out of date and not available there are always guys who are amazing in mechanics and enginering because of this they might be able to fix your horn or supply you with a new one. Also try to replace your old car with modern utilites this is possible because of our advancments in mechanics.

What relay are you trying to replace? (what does it operate?) horn
Check the Horn wiring and if this is good then replace the horn.
Defective horn, horn switch, or blown fuse. add to that a possble faulty clockspring in the steering column.
