This isn't something you would normally do at home but here goes. Take the battery cable loose. Manually turn the engine until the timing marks are aligned. Remove the fuel lines from the pump and engine. You might want to mark them for future revrence. Disconnect the wiring and linkage. If there's anything else attached, take it loose. There is a cover on the front of the engine where the pump goes into the engine, usually a plastice pop in plug. Remove it and there's a nut holding the gear on the pump shaft. Take it off. You will probably need the special tool that presses the gear off the pump shaft. The gear will stay in the engine and the pump will pull free. if your having it rebuilt, the new unit will be locked in time. It should have a bolt and special washer located on the bottom. You will need to loosen the bolt and slide the washer to the other hole. Reverse the procedure to install it. Loosen the fuel lines and crank it over until you get a solid stream of fuel out of the lines. Tighten up three of them and the engine should run. Tighten the other three and that's it.
The injection pump crank sensor is internal to the injection pump. It is not serviceable.
A 24 valve in a 1999 does not have an external shut off solenoid. It is internal to the injection pump.

Price a new injection pump & lift pump. Cummins has alternate fuel informantion in their web site.

The timing is adjusted by the three bolts that holds the injection pump. The holes in the pump are slotted.
If you are only getting fuel out of two lines, then the injection pump is probably bad.

Cummins (OEM) 12 valve (single wire) oil pressure sensor is located below the injection pump and could be in front of or behind injection pump support bracket. The location was determined by the factory installing the engine. Cummins (OEM) 24 valve (three wire) oil pressure sensor is located below the ECM.
