To replace the fuel pump on a 1988 Oldsmobile 98 Regency, first, disconnect the negative battery cable to ensure safety. Next, relieve the fuel system pressure by removing the fuel pump fuse and starting the engine until it stalls. Then, access the fuel pump by removing the rear seat to reach the fuel tank access panel. Disconnect the fuel lines and electrical connector from the pump, unbolt it from the tank, and replace it with the new pump, reassembling everything in reverse order.

The fuel pump is located in the gas tank. You have to remove the fuel tank from the vehicle. The fuel pump is attached to the fuel gauge float assembly. I am not certain on that particular year but some of the fuel pumps themselves can be removed and replaced and on others you have to replace the entire float/pump assembly.
The only fuel filter comes as part of the fuel pump assembly. So you would have to remove the fuel tank and replace the pump.
you need to drop the fuel tank, make sure you have very little fuel in the tanl. the fuel pump is on the top center of the tank.

You don't rebuild it, you replace it with a new one. You have neither the skill, knowledge or parts available to rebuild an electric fuel pump.
the 98 and 99 Plymouth neon's do not have a fuel filter, they have a fuel screen that right in line with the fuel pump. I found this out only yesterday when I was had to replace my fuel pump. If your car is not starting and blowing fuses for the fuel pump, you need a new fuel pump.
