There is a central pulley that is spring loaded. There is a bolt on the end of it but you don't want to remove the bolt. You need to put a wrench on the bolt and take pressure off the belt with one hand and slip off the belt with the other. Try to remember the travel pattern for applying the new one. If you forget, there should be a picture of it somewhere inside the engine compartment.
The water pump on a 94 Saturn S1 is replaced by removing the serpentine belt, engine accessories, and water hoses. The pump can then be unbolted from the engine block and a new pump put in place.
I would suspect that the belt tensioner is weak. If there are a lot of miles on the car I would replace it. I hope this helps you. Mark

94 Quest doesn't have a serpentine belt, just three belts for alt, AC and water pump.
The Haynes Repair Manuals would have a diagram of the serpentine belt on a 94 Mercury Cougar XR7. You can find the manual at your local library, book store, or most auto parts stores.

When routing a new serpentine belt, make note of how the old belt was routed. Take a picture of the belt routing if possible. Also most cars have a sticker under the hood with the routing on it.
Getting the serpentine belt onMost vehicles don't require you to remove parts to install the serpentine belt.
