There are a couple of types of wiper arms used by GM. One is held on the shaft with a clip, and the other has a nut to hold it.

# Pry the plastic cap off the nut at the base of the wiper # Unscrew the nut # Use a small gear puller (battery clamp puller might work) to pull the wiper arm straight off the shaft. Do not pry under the wiper arm to pull it off. If you do, you will break the plastic cowl underneath and still will not have the arm removed.

# Lift the arm away from the glass # Using a flat screwdriver, slide the locking clip down. The arm should stay up. # In theory, the wiper can now be pulled straight off the shaft. In practice, the wiper arm is likely corroded all to hell and stuck to the shaft. You will need penetrating oil and possibly heat to get it off. You may even have to cut a slit in the wiper arm base.
