A few turns of the spring will need to be removed by cutting, then shaping the cut end into a hook with needle nose pliers. Cut it with a miniature abrasive cut-off disc mounted in a rotary hobby tool, such as a Dremel tool. If you don't have a rotary hobby tool, you can try using a cold chisel, or carefully hold it to the corner of a small grinding wheel. Once the wire is nicked or notched, the spring will break easily at the thin area. Do not try to use wire cutting pliers, as the spring steel is too hard: The cutting edges of the pliers will either break or be notched, ruining them.
It is most likely that shortening the governor spring will over-rev the engine and very much increase the chance of throwing a rod.

Making it faster will shorten engine life but if you bend the bracket for the governor rod at the rear axle so that more spring tension is applied you will get the desired result.

One of the cables connects to the choke and the other to the throttle. The governor spring connects from the governor to the free-moving lever on the throttle. Kinda hard to describe without pictures - I suggest going to your local public library and checking out a manual on small engine repair (with luck, they will have a manual for your particular application). At any rate, it's not just ANY governor spring, but the spring designed for your application. Hopefully you didn't lose the old governor spring and you can re-use it if it wasn't damaged or stretched when it was removed.

You will shorten the life of the battery. Only add Distilled water to a battery.
