You can't fix a bad lifter, replace the bad lifter with a new one.
A tick in a lifter is likely caused by poor fuel. Using a higher octane fuel will often stop the knocking or ticking.
well a couple things could be wrong depending on what year. if it is a hydraulic lifter then the oil pressure might not be high enough for the oil to reach the lifter causing a knock. another problem could be that your rod and main bearings could be worn out causing a knock and low oil pressure.

only way to stop lifters from ticking is to replace the lifter. ticking or noise from lifters is caused by parts being worn most times whenthis happens the nlobe on the cam that the worn lifter is on, is also worn,so you have to decide if it is worth paying for both to be replaced

NO. The engine computer is in open loop until the engine heats up to operating temperature 195 degrees are more. that means it don't hear the lifter noise and by the time the computer can, the lifter quites making noise.
