It depends, a bit, on the reason they are squealing.

First of all, the brake pads need to be checked for thickness. There are small metal springs attached to the outer brake pads on each side that, when the pads are too thin, will contact the rotor and make a squealing sound. This is your warning that it is time for new brake pads. Service your brakes to cure the squeal.

Second, if your brake pads are still good, but are squealing, it is likely that the anti-squeal bond (if there ever was one) between the brake pads and the brake calipers has been broken, allowing the metal surface of the pad(s) to vibrate against the metal surfaces of the calipers, causing a squealing sound. The cure is cheap and fairly simple for the experienced DIY'er. Just get some anti-squeal adhesive from your favourite auto parts store and remove your brake pads. Then reinstall them with adhesive applied on the back of the pads where they will permanently contact the caliper (not on the tips that are meant to slide in their grooves). **Note:before going to the trouble of doing this, decide whether your pads are thin enough to warrant outright replacement, since they are going to be disassembled anyways. The time involved will be the same, and new quality pads will typically come with their own anti-squeal system (either adhesive, or thin metal backer strips).

What causes a 1995 Chevy tracker to make a groaning or a squealing noise at the front rotor brakes during a stop?

When the brake pads are worn the rivets will actually touch the brake rotor when the brakes are applied. The brakes should be changed immediately.

Can you be stopped if your brakes squeak loudly when you come to a stop?

If they believe that your brakes are unsafe, they can stop you and force you to get an inspection. I don't think that they legally have a leg to stand on ticketing you for your brakes being loud. On another note, if your brakes are squealing, odds are that you need new pads and if you wait too long, you will need rotors as well. Change them before it costs you more.
