you need two people to do this test.Turn key on while you have someone with there ear against where you put your gas in or underneath the back of your car where your gas tank is.when you turn the key on you should hear the fuel pump engage for about 3to5 seconds.if you dont hear it it is more than likely not working properly.

Before you go dropping that fuel tank if you are replacing the fuel pump, look for an access panel above the fuel pump inside the car. Some Hondas have one.
You can check the fuse that controls it or there is a relay that contols it, should be in glove box 1 of 3 that you can switch around if one is bad. Have mechanic check fuel pressure to make sure pump is not working.
