Its in the emergency flasher module in the dash. The module is the same as the switch you toggle to turn the emergency flasher on/off.
There are two relays, one for the emergency flasher and one for the turn signals. Replace the Flasher Relay for the turn signals, it is defective.

If you are talkking about the emergency flasher button, than on the bottom of the steering column is a black thing sticking out. You press up in the center off this button to turn on the flashers. Then grab the whole outer ring and pull down to turn them off.. If you are talking about the emergency flasher flasher peice (what actually makes those lights flash), On your fuse panal is a round looking thing. If you pull that off, and replace it with one from a parts store, they will flash again.

The on/off switch for the Emergency Flashers is on top of your steering column. It moves left to turn on and right to turn off. The flasher module is about 2-3 inches below the headlamp switch. Remove the knee blocker from the instrument panel. Pull out the combination flasher slightly then unplug the flasher from the electrical connector. Remove the combination flasher. Use a Tridon Stant EP 27 Flasher or similar.
