The DRL module is ON by default. Unless someone modified your van, it should be ON.
The sensor for telling if it is day or night is in the top center of the dash.

If you are trying to do this during the day the ambient light sensor tells the car that drl needs to be on. If you are doing it at night then either your sensor or bcm is bad. Go to ez performance and get their gm drl delete switch.
you take out the DRL fuse under the dash. that's the daytime running lights.
The daytime running light (DRL) module may be defective. If the lights are activated by the sensor at all, that eliminates the DRL fuse from being faulty.
Typically one cannot disable a drl on the 2003 Honda Accord because it is a required safety feature. To disable the drl you would have to take it to any Honda service center and have them disable the drl for you. They would have to disconnect the required attachments to successfully disable the drl without compromising the rest of the mechanisms.

To turn off the Daytime Running Lights (DRL) on a 1997 Buick LeSabre, locate the DRL fuse in the fuse box and remove it. The fuse box is typically found under the dashboard on the driver's side. Alternatively, you can also turn off the DRL by adjusting the headlight switch to the "off" position when the vehicle is in park. Always consult the owner's manual for specific instructions related to your vehicle.

with the key off, set the parking brake, that disables drl (daytime running lights). you can now turn the ign on and drl wont be on. you can now listen to radio etc w/o killing battery.
If you lift your ebrake handle one notch, it will not engage the brake, but it will turn off your drl's. Or you could always pull the fuse.. :)
"DRL" stands for "daytime running lights".....in newer model vehicles, the DRL will turn on automatically when the car is started, thus eliminating the need to turn on the headlights for visibility, although the law states that headlights must still be turned on between ½hour before sunset and ½hour after sunrise.
