More than likely you need to replace the ignition cylinder lock, which houses one of the passlock sensors. It is fairly common for this to fail.
You have to remove the radio to get to the passlock sensor. Once the radio is removed, its right behind the ingnition switch. It is possible to by pass it, the yellow wire required to do it only though. The sensor is actually part of the ignition cylinder itself. It is in the case surrounding the tumbler portion of the lock.

You really can't turn it off. They sell bypass kits, but the passlock system has to be working in order for the bypass thing to work.
