Because alcohol has a lower freezing point than water. By mixing it with water, you lower the waters freezing point. So it keeps the water from freezing on the windshield.

I used IPA(rubbing alcohol), filled the reservoir and let it sit for overnight. This morning it took me 10 minutes to pump out everything in the reservoir(all over my front and rear windshields, no need to use extra equipment), and I added the orange windshield antifreeze washer(almost a full gallon) and used the wiper until I saw orange fluid on my front and rear windshields.
Normal windshield washer fluid contains methanol. Rubbing alcohol is isopropyl alcohol. Assuming that your rubbing alcohol is 70% alcohol, I would mix 1 cup of alcohol for every 2 cups of distilled water. If you use tap water, you could get mineral deposits in your windshield washer tubing. Also, I wouldn't try using rubbing alcohol in an older car, because it might still use rubber tubing. This would be damaged by the isopropyl alcohol.
Windshield washer fluid already has isopropyl alcohol in it. No matter how much you put in, there will always be a freeze point - the alcohol will lower the freeze point, but cannot prevent it from happening. The container you buy the washer fluid in should tell you what temperature it's supposed to work to.
