Depends. Sometimes it's a bulb with dual filaments(glow wires). One will have a lower power and sit at a slightly different spot in the reflector causing it to cast a lower and weaker beam less likely to dazzle oncoming traffic. Sometimes it's a lower power bulb in its own separate reflector.

You need to change the light bulb, the high and low beam on some vehicles are contained in a single bulb. or you could have a bad connection on just that one light
Usually it will be either the dimmer switch or a connecter if the low beam works and highs don't.
