No, other than changing the oil every 3000 to 5000 miles and keeping your air filter clean you should not need a tune up until about 100,000 miles. Transmission filter and fluid should be changed around 60,000 miles
That depends on the car. Some vehicles with points in the distributor needed a tune-up every 10,000 miles. Solid state ignitions have changed that number and many of the GM vehicles are advertising that you don't need your first tune-up for 100,000 miles. Refer to the owners manual for the recommended interval between tune-ups.

When it is time for the tune-up the car blinks the emergency brake light on the dash. Even if I tune the car up myself the light will keep blinking until the car's computer is reset by a dealership. On a 2001 Mitsubishi your car should have lots more life left in it. Even if it is high mileage. But it may be due for servicing. maybe 2 or 3 gallons at best.... so it depends on your mpg.
