To add it's not the voltage that turns the starter motor it is the amount of what is called cranking amps or cold cranking amps cca which refers to the amount of amps when 32 degrees Fahrenheit or up. If you have below the specific amount of amps for your starter it will click, turn but very sold, or do nothing. A 12 volt battery typically needs 400+ amps to start the car. While 5 volts means your battery is dead having 12 volts does not mean your car will start.
