Put in a full liter. The engine has no oil pressure so oil is circulated by a "slinger", therefore in order to maintain good oil coverage on uneven or steep slopes the dipstick should show "over full".

I've been working on small engines for a long time and this is really the first time I hear this.

I usually put about 3/4 of a liter or until the dipstick shows full. Putting too much oil is never recommended in the owner's manuals.
