The 285/75-16 tire is 3.63% larger and you should never go over 2.99%. Your speedometer will read 57.8 at a true 60 mph. Your truck will use more fuel, and your handling, braking, and ride will be adversely effected.

Of course you can but you should not. The 70 series tire will have a 1" smaller diameter than the 75 series tire. Your speedometer will be 2 mph too slow. A better substitute would be a 285/70-16.
