Shade tree mechanics (such as I) use a "C" Clamp to compress it. For lack of a "C" Clamp, a large pair of channel lock pliers will also work.
If the emergency brake is not connected to the caliper use a "c" Clamp If the emergency brake is connected to that caliper a special tool (not expensive available at Sears or auto parts) is needed Caliper is threaded. Turn Clockwise to compress

The brake cylinder may not compress properly due to air bubbles in the brake fluid, a leak in the brake system, or a malfunctioning brake cylinder.
You can use a C-clamp to compress the caliper on just about any vehicle. You might want to place some rags near the Brake Master cylinder because brake fluid will travel back into it from what is left over in the brake lines. If you don't, you will spill brake fluid onto the floor.
You can use a large C-Clamp to compress the caliper piston.
Replace the caliper and bleed the brake system.
I have used a large "C" clamp, to compress the caliper flush to the face.
Caliper front? Use a "C" Clamp Caliper rear? Threaded Need a special tool available at Sears or auto parts (Not expensive)
AnswerThere is not enough information in your question. A cylinder piston you do not compress, you compress the rings in the piston. There are pistons in the brake system. There is no way of knowing the problem without being more specific.I'm assuming you mean the caliper piston. If it can't be compressed, replace the caliper.
could be the cylinder on the brake caliper is locked up could be the cylinder on the brake caliper is locked up
if its on a car or truck (brake caliper) it is how the emergency brake works, usually on the rear, it has a cable that turns the cylinder inside the caliper
just remove tire, remove caliper top screw turn the caliper back and remove pads. to install new pads you need to compress caliper cylinder back ,I usually use a big plier to press the cylinder back, you has to open the brake liquid reservoir to release pressure, after that you can put new pads .
