To change the dashboard lights in a Nissan, first, ensure the vehicle is turned off and the keys are removed. Carefully remove the dashboard panel using a trim removal tool to avoid damaging clips. I own a 1997 Isuzu Rodeo and had the same problem. I went to a local Isuzu new-car dealer and was quoted a price in excess of $100 to replace the burned-out dashboard lights. you have to remove the dashboard top. It is located in the right hand side of the dash. It is a little work but you can get it out.
you blew your fuse open the hood and change the fuse in the box on the top left

look at the top of the brake pedal under dashboard you can usually adjust them so the brake lights dont stay on.
the dashboard compartment pulls out of the dashboard there is no bolts holding this in. Then there are two bolts that hold the radio at the top. the rest is probably self explanitory as the other parts and bolts come out the same way.

open your trunk to get access to your tail light, unscrew some plastic snap-on-screws to get to the panel that holds all your tail lights move the fabric uncling the panel CAREFULLY and change your burn bulbs

There are four screws. Two at the top and two underneath. Undo these and remove the outer dash case. Underneath ther are three screws holding the clocks in place. Once removed the individual bulbs can be found on the back in plastic holders
This can be two reasons for this....(1) is that your emergency brake is not fully OFF or (2), your brake fluid is past the LOW level in your brake fluid container in the engine....just add more brake fluid to top it up to FULL level and the brake light will go off.
The 2004 Nissan Maxima fog light fuse will be the number 14 fuse. The number 14 fuse will be in the second column, fourth from the top.
