If the horn doesn't beep when setting the alarm, it could be due to a few reasons. The alarm system may not be programmed to sound the horn during the setting process, or there might be a malfunction in the horn or alarm system itself. Additionally, the vehicle's battery could be weak, affecting the power supply to the horn. Checking the vehicle's manual or consulting a professional can help diagnose the issue.

The first thing is to see if there is a spare N.O. set of contacts on the alarm relay. If there is a spare set of contacts connect your horn supply to one side of the N.O. contact terminals. Connect the horn to the other side of the N.O. contact terminals. Energize the horn circuit's supply. Now when the alarm circuit relay activates the horn will sound.
It depends why it isn't working. You need to find where the power stops between the horn button to the horn. If power gets to the horn and it doesn't sound, it will probably need a horn.
To fix a wimpy horn, first check the horn's electrical connections to ensure they are secure and free of corrosion. If the connections are fine, test the horn with a multimeter to see if it’s receiving adequate voltage. Additionally, inspect the horn for any physical damage or obstructions that might be affecting its sound. If necessary, replace the horn with a higher-quality model for a louder and more robust sound.
If you deactivate the horn your car will not pass the state inspection next time. In order to get rid of the problem you have to reprogram the alarm system. For that you have to find out which alarm system you have. If you have an aftermarket alarm system then you can check the alarm system manufacture website for instructions. If the alarm system was installed by the manufacture you have to contact a local car dealer (the same manufacture of course).
The horn wire going to the steering column is undoughtly shorting out. Have it looked at as the steering wheel has to come off etc.
Replace it.
