There can be several issues that will cause your lawnmower to make a whining noise. The most common reason is a bad bearing in the mower deck.
You probably have a bad bearing.
Check the belt.
Shielded transformer
Check the belt - make sure it is on the pulleys and not broken
I have a `00 blazer and recently my car started making a loud winding noise also. Come to find out I had to have a whole new transmission due to that noise! The repair shop said that the noise is the first sign of the transmission going out!
it may be you powersteering pump get in week even though some winding is normal

it makes a hollow noise when you pull on it but when it is a normal piece of paper it makes a crinkly noise
You have probably bent a blade. It is also possible that you just have dried mud caked under you deck. Most likely on the blades or spindles. Try washing the underside of your deck before you go replacing parts.
well it could be 1 of 2 things that i can think of... either the starter gear might be broke or the battery might not have enough juice to turn the motor over Starter bendix defective.
