It can be. Basic welding techniques can get you started in the welding field. Stick welding in the flat position for example. The more experience you get usually translates to more money. Certain processes take more skill such as TIG or plasma welding as well as pipe welding and underwater welding. These are considered highly skilled.
Welding technology is the study and application of the many processes of joining various metals. Welding Engineering is a far deeper study and application into the individual characteristics of each metal. A welding engineer will decide what metals are used in a project and what process to weld those metals. Weld techs will usually just receive blue prints and weld as instructed. Welding technology is usually a 2 year degree, and Welding Engineering is a 4+year degree.
A two year welding degree will usually land someone a spot as a welding technician or a welder/welding operator. If there was any welding automation involved in the degree, a person with an Associate's degree can also be a robotic programmer/operator.

If by gas welding you mean-oxyacetylene welding. The difference is just that arc welding requires a darker shade of lens. When oxyfuel gas welding (OFW) usually a shade 5 lens is recommended. When arc welding, a minimum of shade 10 lens should be used (actually shade should be determined by amount of current used).
Steel is such a commonly used metal that almost any welding machine can accommodate it. Some are better than others though. Steel is usually welded with either sick welding, or wire welding (gas shielded or flux core)
Usually welding jobs require that you have a college degree. Most of the time they want you to get at least an Associate of Science in Welding. This shows that you know what you are doing and are commited to the job.
A welding generator is an electricity generator that is commonly used in places where the power needed to arc weld is not readily available. They are usually powered by gas or diesel engines and have a high, stable energy output suitable for powering a welding machine.
Depending on the design, some hydraulic shock absorbers can be repaired. In some cases, drilling a hole, draining the old oil, flushing with a lighter oil, and then replacing with standard shock absorber oil, and welding shot the oil may work. But these repairs are usually not long lasting.
